1201 Hawthorne LnThough we are retired, we still respond to a 10-13.
The term “10-13” is the New York City Police Department radio code meaning “Assist Police Officer.” For generations of officers, a 10-13 radio run represented an immediate call for help and the expectation that fellow officers would respond without hesitation. Our club continues that same spirit of mutual support, friendship, and service.
Founded in March 2007, our club welcomes active and retired law enforcement officers. We share information, look out for our members, and make room for the friendships that come from a life of service.Since March 2007, we’ve welcomed active and retired officers for information, support, and lasting friendships.

Retired NYPD Captain Harvey Katowitz brought 27 years of service and a lasting commitment to fellow officers to Charlotte. He was one of six founders who started our NYPD 10-13 Club in March 2007 with 35 members.
While volunteering with Charlotte-Mecklenburg Police, a call from his former colleague Artie Green connected Harvey with local retirees. Those friendships became the foundation of our club. Harvey led us for 19 years before Frank Irizarry became our president in January 2026. Our President Emeritus, Harvey also serves on our board as Immediate Past President and Newsletter Editor, keeping us informed, connected and ready to help one another.

Our 2026 memorial booklet marks twenty-five years since September 11. We honor the lives lost, remember our brothers and sisters who answered the call, and stand with the families who continue to carry that loss.
